Outsourcing is cost-effective, but does it always deliver?

The SPIEGEL news magazine in Germany reports a case where large companies outdsourced their occupational health provision to a a private health centre. Thousands and thousands of patients with occupational health related needs were treated by staff in that clinic, their blood was drawn etc. Thing is tho, nobody in that health clinic had any medical or even health care qualifications. There were builders, welders and others who took a liking to providing health care instead of building and welding etc. The owner of the clinic had a whole fleet of luxury cars confiscated. No doubt the clinic at the time made a very cost effective offer to the companies that subsequently outsourced their occupational health delivery to them ... and that is all that seems to matter in this day and age.
